Before starting Civic Projects, while an employee of The Planning Center, Kati Rubinyi had a key role in designing a General Plan for the City of Ontario California as a performance management system that linked policy, implementation and day-to-day operations through performance measures. The multi-year project resulted in an innovative and practical platform for decision-making called The Ontario Plan.
In a collaborative design process with the Ontario City Manager and Planning Director the team developed an online system of continuous improvement structured around long-range policies. Influenced by the example of private sector best practices and innovative City governance and operations systems, performance measures were selected and categorized by General Plan elements instead of City departments. Cross-departmental General Plan Element Working Groups were established to guide the long-term and ongoing selection of policy-focused performance measures. The measures fed into an online performance management system that tracked how the City is moving toward fulfilling goals, making the General Plan a practical part of City operations.
